القوة الدولية للمساعدة الأمنية (إيساف) (ISAF)، هي بعثة الأمن والتنمية بقيادة حلف شمال الأطلنطي (الناتو) في أفغانستان تأسست عن طريق مجلس الأمن التابع للأمم المتحدة في 20 ديسمبر 2001 طبقا لاتفاقية بون.

بعد الإطاحة بحكومة طالبان، تم إطلاق مفهوم القوة الدولية للمساعدة الأمنية المخولة من الأمم المتحدة لمساعدة هذه الحكومة وتوفير بيئة آمنة في كابول ومحيطها ودعم إعادة إعمار أفغانستان، وفي البداية كانت مهمة القوات تنحصر في مساعدة الجيش والشرطة الأفغانية على توفير الأمن في كابل ومحيطها، لكن في اكتوبر 2003 وسعت الأمم المتحدة تفيوض القوات ليشمل كل الأراضي الأفغانية.

في بادئ الأمر تطوعت عدة دول لقيادة مهمة إيساف كل ستة أشهر. وكانت بريطانيا أول دولة تتولى القيادة وتلتها تركيا. أما المهمة الثالثة فتولى قيادتها كل من ألمانيا وهولندا بدعم من [حلف شمال الأطلنطي]. ومن أغسطس 2004 تولى حلف شمال الأطلنطي (الناتو) قيادة إيساف.

 مهام القوات الدولية

• تنفيذ العمليات العسكرية في المنطقة المحددة للقوة.
• مساعدة الحكومة الأفغانية على إنشاء حكومة قوية بمشاركة كاملة من قوات الأمن الأفغانية.
• مساعدة الحكومة على توسيع سلطاتها ونفوذها تمهيدا لإعادة إعمار أفغنستان والمساهمة في استقرار المنطقة.

 مهام الناتو

في 9 أغسطس 2004 تولى حلف الناتو قيادة مهمة إيساف:

1. تقييم العمليات العسكرية والتحضير لها وضمنها العمليات في كابل (اكتملت المهمة).
2. التوسع الجغرافي.
3. الاستقرار.
4. الانتقال وإعادة الانتشار.
5. في 31 يوليو 2006 تولى الناتو قيادة القوت الدولية في جنوب أفغانستان من التحالف الذي كانت تقود القوات الأمريكية. ويقوم حاليا نحو ثمانية ألف جندي تحت قيادة الناتو بتوفير الدعم للسلطات الأفغانية في جنوب البلاد بهدف تعزيز جهود إعادة الإعمار والتنمية في هذه المنطقة.

القوات الدولية للمساعدة الأمنية تحت قيادة الناتو.

يقع المقر الرئيسي لقوات المساعدة الأمنية الدولية في العاصمة كابول. ويوجد خمس مراكز اقليمية للقيادة، underneath them are the Provincial Reconstruction Teams (منذ اكتوبر 2008):

• December 2001: Major-General John McColl, المملكة المتحدة.
• June 2002: Major General Hilmi Akin Zorlu, تركيا. During this period, Turkish troops increased from about 100 to 1,300.
• 10 February 2003: Lieutenant General Norbert Van Heyst, on behalf of ألمانيا and the Netherlands. His Deputy was Brigadier General Bertholee of the Netherlands.
• 11 August 2003: The first ISAF-mission under the command of NATO, led by NATO Lieutenant General Goetz Gliemeroth, ألمانيا, with Canadian Army Major General Andrew Leslie as his deputy. Canada had been originally slated to take over command of ISAF on 11 August.
• 9 February 2004: Lieutenant General Rick Hillier, كندا, with Major General Werner Korte of ألمانيا as deputy. During this timeframe, Canada was the largest contributor to the ISAF force, contributing 2,000 troops.
• 7 August 2004: General Jean-Louis Py, commander of Eurocorps, a multinational rapid reaction force composed by units from فرنسا, ألمانيا, Spain, Belgium and Luxemburg. كندا reduces its forces to about 800 men.
• February 2005: General Ethem Erdagi, تركيا

• 5 August 2005: Italian general Mauro del Vecchio assumed command of the ISAF force in Afghanistan. During 2005 إيطاليا commanded four multinational military operations: in Afghanistan, Bosnia, Kosovo and Albania.
• 4 May 2006: United Kingdom General David Richards assumed command of the ISAF IX force in Afghanistan. The mission is led by the Headquarters Allied Rapid Reaction Corps.
• 4 February 2007: American four-star general, Army Gen. Dan K. McNeill, took charge of NATO forces.
• 2 June 2008: American four-star general, Army Gen. David D. McKiernan, took charge of NATO forces.
• 15 June 2009: American four-star general, Army Gen. Stanley A. McChrystal, took charge of NATO forces.

Regional command - Capital (RC-C)

The command of this region is rotating among Turkey, France and Italy. At the moment, June 2009, France is the leading nation in this region [1]. The headquarters is in Kabul.

Regional command - North (RC-N)

The Regional Command North is led by Germany. The headquarters is located in Mazar-i-Sharif.

• 10 January 2009 the German Brigadier Jörg Vollmar, current commander of Mechanized Infantry Brigade 37, took over command of German Brigadier Jürgen Weigt

'Regional command - West' (RC-W) Italy is the leading nation of the Regional Command West, with its headquarters located in the town of Herat.

• 9 October 2008 the Italian Brigadier General Paolo Serra took over command of his compatriot Brigade-General Francesco Arena

Regional command - South (RC-S)

The command of the region is rotating among Canada, the Netherlands, and the United Kingdom. The headqarters is located in Kandahar.

• 28 February 2006: Canadian Brigadier-General David Fraser assumed Command of Regional Command South.
• 1 November 2006: Dutch Major-General Ton van Loon led Regional Command South in Afghanistan for a six months period. [2]
• 1 May 2007: British Major-General Jacko Page
• 1 February 2008: Canadian Major-General Marc Lessard took command for a nine-month period.
• 1 November 2008: the Dutch Major-General Mart de Kruif took command of this region.

Regional command - East (RC-E)

The Regional Command East is led by the United States, Combined Joint Task Force - 82. The headquarters is located in Bagram. The commander is Major-General Curtis Scaparrotti. He is also the commander of the troops of the US-led coalition Operation Enduring Freedom.
