معهد واشنطن لسياسات الشرق الأدنى The Washington Institute for Near East Policy (WINEP) هو معهد أبحاث سياسات think tank مقره في واشنطن العاصمة يركز على السياسة الخارجية للولايات المتحدة في الشرق الأوسط. وقد أسسته اللجنة الأمريكية لعلاقات إسرائيل العامة (AIPAC) في 1985. وعلى التناقض مع صورة AIPAC المتحيزة، فإن رسالة مهمة المعهد تنص على أنه يسعى "لدفع فهم متوازن وواقعي للمصالح الأمريكية في الشرق الأوسط."[1] المعهد يوصف بأنه مناصر لإسرائيل.[2][3][4]

خلفية
مارتن إنديك، الأكاديمي الأسترالي ونائب مدير الأبحاث السابق في اللجنة الأمريكية لعلاقات إسرائيل العامة (AIPAC)، ساعد في تأسيس WINEP في 1985.[5] وفي 1982، بعد انتهاء منصبه كنائب مدير المخابرات الأسترالية في الشرق الأوسط، انتقل إنديك إلى الولايات المتحدة حيث بدأ قسم الأبحاث للوبي الصهيوني آيپاك.[6] وبسبب سمعة آيپاك المتحيزة، فقد شعر إنديك بأن أبحاثه لا تؤخذ على محمل الجدية ولذلك فقد بدأWINEP ليعطي صورة "صديقة لإسرائيل ولكن تقوم بأبحاث ذات مصداقية عن الشرق الأوسط بطريقة واقعية ومتزنة."[7][8] وعلى الفور حصل إنديك على الجنسية الأمريكية ليتمكن من أن يتولى منصب دبلوماسي أمريكي وبعدها أصبح سفيراً للولايات المتحدة في إسرائيل.[8]

AIPAC also has an active relationship with various elements of the executive branch of government. In this regard, in 1985 it set up the Washington Institute for Near East Policy (WINEP), a pro-Israeli 'think tank,' that essentially served as a proxy.
