Altay is a county-level city in Altay Prefecture within Ili Kazakh Autonomous Prefecture, in far Northern Xinjiang, China. The city centre is located on the slopes of Kelan River.

During the Han Dynasty, it was under the jurisdiction of the Western Regions Protectorate . In the Tang Dynasty, it was first placed under the jurisdiction of the Anxi Protectorate. In the second year of Tang Chang'an (702), it was changed to the Beiting Protectorate . In the third year of Tianbao in the Tang Dynasty (744), the Uighur Khanate was established and controlled the area. In the second year of Shaoxing in the Southern Song Dynasty (1132), Xiliao took control of the area after its establishment. In the first year of Jiading (1208), it belonged to Mongolia. In the first year of Baoqing in the Southern Song Dynasty (1225), it belonged to the fiefdom of Wotai Khan of the Mongolian Khanate. In the first year of Xianzong of the Yuan Dynasty (1251), Guibiesubali and other places were under the provincial jurisdiction of Shangshu, and Houlingbei was under provincial jurisdiction. In the first year of Jianwen of the Ming Dynasty (1399), it was the territory of Wacimengketimur. In the third year of Longqing's reign in the Ming Dynasty (1569), it became the pasture land of the Durbot tribe of Oirat Mongolia. During the Kangxi period of the Qing Dynasty, it still belonged to the pastureland of the Oirat Dulbert tribe. In the 19th year of Qianlong's reign in the Qing Dynasty (1754), it was under the control of the Counselor Kobdo under the rule of Deputy General Uliasutaiding Bianzuo . It was the fiefdom of the Seven Banners of Arxing Ulianghai . In the 10th year of Tongzhi (1871), the Qing government built the Lama Temple "Chenghua Temple". The place name was also called Chenghua Temple, which was the prototype of the Altay region. In the 32nd year of Guangxu (1906), Khovd and Altai were divided, and another minister of Altai was established, stationed at Chenghua Temple , and it remained the fiefdom of the Seven Banners of Wulianghai.

In the first year of the Republic of China (1912), it was the administrative center of Altai. It was still the fiefdom of the Seven Banners of Ulianghai and became the political center of the Altai region. In the second year of the Republic of China (1913), Chenghuasi County was established, which was under the jurisdiction of the Ashan Special Administrative Region. In the eighth year of the Republic of China (1919), the chief administrative officer of Altai was removed and Ashandao was established ; it was directly under the central government and was placed under the jurisdiction of Xinjiang Province . In the 10th year of the Republic of China (1921), Chenghua County was established, and it was successively subordinate to Ashandao , Ashan Administrative District, and Ashan Prefecture. In 1953, it was renamed Altai County, named after the Altai Mountains . In 1954, it was renamed Altay County, and Ashan Prefecture was changed to Altay Prefecture, which belongs to Altay Prefecture. After 1970, it became part of the Altay region. In November 1984, it was renamed Altay City [1] . There are four offices in the urban area: Jiefang Road, Jinshan Road, Xiawozi, and suburban offices.

المناخ

Altay has a cold semi-arid climate (Köppen BSk), with an annual precipitation total of only 213 mm (8.4 in). Winters are long, bitterly cold and dry, with a January 24-hour average of −15.3 °C (4.5 °F); however, the presence of the Altay Mountains to the north helps moderate the severity of winter cold as compared to locations further to the east. Spring and autumn are short but mild. Summers are very warm, but dry, with a July 24-hour average of 21.7 °C (71.1 °F). The annual mean is 4.75 °C (40.5 °F). With monthly percent possible sunshine ranging from 50% in December to 74% in August and September, sunshine is abundant and the city receives 2,993 hours of bright sunshine annually.

Aletai railway station

From Ürümqi (capital of Xinjiang Province) to Altay, it takes about one hour by plane, nine hours by day bus, 12 hours by night bus and about 9.5 hours by train.

Like other cities in Xinjiang Uyghur Autonomous Region, there are many minorities in Altay, in particular Uyghurs and Kazakhs.

The Dundbulag rock carvings (敦德布拉克岩画) in the Xandighati Mongol Ethnic Township (A.K.A. Handagaitu, Handgait; tyv. Handagaity; uyg. Handigati; cmn. Handegate) under this city is a very early evidence of skiing. The term Mongol here partially refers to ethnic Tuvans of the Mongol nation under Chinese designation.

In schools, students are taught mainly in Chinese (Mandarin) and there are courses for Uyghur and Kazakh languages.

The most important tourist site is Kanas Lake where there is a legend of a large creature.
