المؤتمر القاري الأول First Continental Congress، هو اتفاقية بين ممثلي إثني عشر مستعمرة من المستعمرات الثلاثة عشر في أمريكا الشمالية، اجتمعوا في 5 سبتمبر 1774، في كارپنتر هول في فيلادلفيا، پنسلڤانيا، في بداية الثورة الأمريكية. تم الدعوة إليه كرد على تمرير القوانين القسرية (وتعرف أيضا باسم القوانين المفرطة والتي أصدرها مستعمرو الأمريكتين) في البرلمان البريطاني. وكانت عقابا لبوسطن على حفل شاي بوسطن.

 خلفية

دفعت إعلان القوانين الإلزامية، وقانون كويك، المجلس التشريعي المحلول في فرجينيا إلى الدعوة إلى اجتماع قاري لممثليه عن كل المستعمرات ليعقد في فيلادلفيا في سبتمبر عام 1774، وهكذا فبدلا من أن يؤدي القانون إلى تأديب مساتشوستس – كما أرادت الحكومة البريطانية – فإنه دفع إلى تكوين ممثلين مختارين من المجالس التشريعية في المستعمرات للاجتماع لحسم الأمور المتافقمة مع البريطانيين.

كان عدد المتطرفين في هذا المؤتمر يفوق بكثير عدد المعتدلين. وقد وافق المؤتمر على القرارات الآتية: أولاً: قرارات سفوك، التي رفض فيها المؤتمر الاعتراف بشرعية القوانين الإلزامية وقانون كويك. ثانياً: إعلان (حقوقهم وشكواهم) (Rights and Greavances) ضد الحكومة البريطانية، حيث طالبوا بإلغاء كل القوانين التشريعية التعسفية التي أقرتها الحكومة منذ سنة 1763، وبذلك فقد أبرزوا فكرة النظرية السياسية الأمريكية التي بمقتضاها عارضوا حق البرلمان البريطاني في فرض ضرائب على المستعمرات (لا ضريبة بدون تمثيل). ثالثاً: تكوين لجنة قارية يكون من شأنها تنظيم المقاطعة ضد التجارة البريطانية ، رابعاً: وافق المؤتمر على أن يجتمع في السنة المقبلة. وأخيراً: رفض المؤتمر الموافقة على ما يسمى (بخطة گالوي) (Galloway Plan)، التي اقترحها بعض المعتدلين ، حيث طالبوا فيها بتكوين اتحاد مع بريطانيا على أساس تكوين برلمان واحد للمستعمرات البريطانية تكون له سلطات تشريعية في كل المستعمرات مع ضرورة موافقة البرلمان البريطاني على قرارات هذا البرلمان.
